Key findings

The document is the final report approved by the Italian Senate's Commission on hate speech. The document deals with the correct definition of hate speech and maps legislation and policy at all levels of governance. As far as Islamophobia is concerned, the report highlights that this type of discrimination and hate speech mostly targets Muslim women due to the stigma associated to headscarves. Moreover, underreporting on Islamophobic incidents still is rampant. More efforts should be put in providing correct information concerning Islam, avoiding it to be associated with violent conducts in the public opinion.

The Commission carried out a mapping of the in-force legislation at national, EU and international level. Moreover, the report analyses the available data collection, studies and policy documents on hate speech and discriminations.
